Israel has an illegal blockade, so the tunnels are for smuggling. Mainly food, building material and medicines are the commodities smuggled. Israel wants to economically strangle the Palestinians.

Hospitals are built in the area. They are also targets for the Israeli airforce.

The IDF have admitted targeting a smuggling tunnel this time, not an attack tunnel.
