The government knows this, and knows that they will appear to be going back on Brexit if they turn round now and let foreign workers back in.

Depends on where you think these foreign drivers would come from, and I doubt Western Europe - unless a huge financial incentive, which I think unlikely.

IR35 is rather complicating things, but bottom line, give the HGV drivers fair, ample reward, IR35 should be academic ( of zero consequence) to HGV drivers financially.
The government are correct by saying employers should pay more to attract lorry drivers. But in the meantime the government should fast track the unemployed to the jobs.
