Is this a scam? Message “Review Apple ID phone number (my number) so you can still access your account. “

The message might be genuine. Apple do periodically ask iOS users to check that they've got a valid phone number registered with them.
DON'T tap on any link contained within the message.
DO go to Settings and then to Update Apple ID Phone Number. After clicking 'Continue', you'll be asked if your number has changed. As it hasn't, tap 'Keep using this number'. That should get rid of the reminders.
