Or oil-fueled central heating, which is something entirely different and the oil is stored in a tank in the garden (usually) and fuels a big boiler in the house (usually) which then heats the water and radiators in every room

That's not easy to answer, pasta. Turn a fan heater on in a small room and you will feel the difference very quickly; oil filled radiators take longer to heat up.
Turn the fan heater off and it stops giving off heat; oil filled radiators take longer to cool down.
