I know the song is sung by Sailor "A Glass of Champagne" but can anyone tell me if the lead singer is Steve Harley who went on to form Cockney Rebel and i am not sure but XTC as well, can anyone help?

The original singer was Georg Kajanus

He was replaced by Peter Lincoln in 1996

Steve Harley was never a member, although I can see why you thought he was ... similar sounding voice.
Sorry but Steve Harley wasn't in this group, nor was he in XTC.

bass nickelodeon, piano, guitarron, synthesised strings, calliope, xylophone, bass, cruz bass, Hammond organ, mandolin, autoharp, vocals (lead vocals on Dressed for Drowning)

Grant Serpell: 1973-1979, 1990-present
drums, percussion, vocals

Gavin David: 1980 vocals

Virginia David: 1980 lead and backing vocals

Despite the vocal similarity, as far as I'm aware, Andy Partridge of XTC is not connected with Sailor.

Sailor signed to Epic in 1974, and the members were Georg Kajanus, Henry Marsh, Phil Pickett, and Grant Serpell. 'Glass Of Champagne' (1975) was their first British hit.
Wasn't quite quick enough there.
