Most EU countries have adopted UK badge holders.
Just 11 countries have not made their minds up yet.

I still can't see how this is the fault of the "spiteful and petty" EU. Seems like individual European countries being awkward. It's hardly an EU law, unless you think the EU have put those countries up to it.
