I had a written and verbal agreement with the people that bought my house , for outstanding money owed. What can i do to make them follow through with the agreement?

It depends on how much they owe you. If it is less than �5,000 you can take them to the small claims court, also claiming interest and court fees. You must keep all documentation to show the judge.
Did you sort this through a solicitor, if so ask them for advice on how to enforce it and whether any undertakings were obtained from their solicitors (probably unlikely).

If it was a significant amount was a charge put over the property to secure the debt?

What were the terms of the agreement? Dd the verbal and written agreement differ in any way?
