I saw that happen once: a man drove off without remembering to untie his dog from the rear bumper. Neighbours leapt in front of his car to stop him. A horrible mistake, but that's what it was, a mistake.

But until we know more about the woman, the condemnation may be displaced.
First thought, she is mentally ill, dementia or Alzheimer’s. Or is drunk. She is unaware of what is happening.
So not cruelty, but beyond her comprehension.

That is horrible, LB. If the lady is so deaf she can't hear she wouldn't have turned towards the chap shouting. She may not have heard his words but she'd surely have given his distress some consideration.

If she is so far into dementia, a mental illness or is drunk she shouldn't be on the road for her own safety and the safety of other road users.

In the photo where the woman is facing the camera, she looks totally oblivious to the fact that she's dragging the dog behind her.
Is it only animal cruelty when done with intent...or also through ignorance or stupidity?
