No, its council land. The bottom line is, that no one person can just decide to take over council land, especially when other people have a given right to use it. It says in the link that other people, that lived there felt they couldnt use the space. But apart from all the above, what i think happened is that when she first did it, it looked very good, and was looked after, so the council turned blind eye. She is now to old to look after it, so the council have no choice but to clear the site, to make it safe, and may be go back to the council just grass cutting.
