No she cant unless she has good grounds in which you would be denied access. What is her reason for not letting you see the kids???

Seek legal advice as soon as you possibly can Kimlou.
There would only be refusal if you had abused your children and they were at risk of it happening again. She would need to prove this with both Social services and police reports.

P.S....can i just add something from my own point of view - PLEASE make sure that your children are not suffering because you and your ex are arguing. From my point of view, if children DO NOT want to see their parents, then the parents should take this into account and should not force the issue.
sorry guys - just from experience i feel strongly about this and YES i do know that the law says children should have a relationship with both parents, but thats something that can be argued all day

If you choose to support your children finacially or not makes no difference to courts on if you should be allowed to see your children or not. My husband and I went to solicitors several times regarding access to his children when she tried to stop us having them and we thought paying would make a difference but they advised that it is a seperate issue and made no difference. Each time she backed down and we have regular contact now. How old are kids?

Agree with all above - unless she has good reasons the answer is no - you need some legal advice. .
