I think that all cctv recordings are under strict control of the GDPR

If it is rom a business it will be subject to GDPR legislation, so if there was a complaint abut it by someone whose image is in the footage, there would be an enquiry by the ICO and potentially a criminal case yes, under the Data Protection Act 2018.
My local Nextdoor site is full of videos of dogs using people's lawns as toilets and the owners leaving it, folk trying car and front door handles day and night, badly parked cars, doorstep scammers, aggressive neighbours... The police are very active on the site and often comment on these videos so I can't see how it can be a criminal offence.
and a huge amount of information ( ha!) on this, and not surprisingly it depends. All the stuff on crimewatch is clearly not with the perp's permission.
