Web Page design

When I enter a particular website and use the scroll button on my mouse the page does not scroll but the data within the page does. ie I enter a date such as wed 1st Oct and it scrolls to form a different date. As it seems to affect one paricular site I use is this the fault of the web page designer or something I can control myself.
