How Do I (And Should I) Sue The At Fault Driver In A Motor Collision?

The guy pulled out in front of me from a parking lot of a gas station after my light turned green. his tail hit my front bumper.

I have dash cam video and gave it to police. Police declared the guy at fault (possibly 100 percent).

Guy was a jerk.

Should I sue the at fault driver?

It is clear you have a case. This is an English site, and the rule here is that one has to do it thro the insurance company. American civil law may well have different rules.
