For those able to work (and most can do some work) then if they refuse work then no benefits.
And if benefits are to be given it should be in the form of a voucher with bar code that wont allow tabs and booze etc to be bought. OK, I get they could buy and then sell on but it would stop most abuses and so the smaller number could be tracked prosecuted (new law if necessary for the nitpickers) and benefits stopped.
Alternatively negotiate with Aldi/Lidle/ASDA whoever fora standard food parcel. Power can be provided and monitored via smart meters.
A young relative of mine was looking for work and signed on at the local job centre. He got a firm offer of a job but had a 2 week delay in starting so he stopped applying for jobs. He was then penalised and his job seeker's allowance was stopped despite showing confirmation of the offer. How then do the permanently work shy get away with it?
