I am afraid I don't thinks so unless all 4 tyres were so badly damaged and it was a collosal amount of moolah to replace them. My attitude is if you are close enough to lay hands on them then you are close enough to er discourage them in other ways. Criminal Damage is all about the value these days whereas just refusing to desist was enough to nick years ago.

The fact is, using their logic, every single car on the road is polluting and causes congestion.
