It's been the case for far too long that tenants get given so called "rights" over something that isn't theirs, and which they should be treating with respect. Commercial companies can tolerate such bias as a business risk and budget for it, but individuals renting a property out aren't in the same position and it's a wonder any are still in the market.
IMO government abuses them by restricting their rights and allowing others, who have been permitted to live there for a while, permission for to do all sorts of things they clearly shouldn't.
If individuals aren't prepared to have a fair agreement then a few bad landlords should not be used as the excuse by government to attack the majority decent ones. Instead they should be looking to restrict bad tenants and allow their quick removal.
