Save money by starving or freezing the elderly, tax the indigenous workers, drive motorist off the road with fuel costs or "controled zone" costs, and stop people having a ciggy in pub outdoor areas. Still be plenty of work for the criminals when tobacco sales go underground with the steam tugs.
