Yes I'm afraid there is.
Nothing stopping you in putting in false details, if you are so inclined!

The purchaser is not required to give details to the retailer; it may be a technical point but it is the retailer which is required by law to give details of the purchaser to the TV Licensing authority.

If you will not pass on your name and address, and they have no other way of obtaining them, they are then obliged not to complete the sale or else face a possible fine of �1000.

I wonder if giving a false name and address would make any warranty invalid?

It would be problematic/surely illegal if you were buying it through finance.

Also be aware that if you used a loyalty card eg Tesco Club card whist making the purchase your details are automatically obtained. from the card.

They would like you to give your details but if you walk into a shop with cash and refuse to give details, would they refuse the sale? I think not!

I suppose that would depend on the retailer making the decision that the sale is worth any resulting fine and court costs.

As an example:

Retailer sells 10 TVs worth a total �11,400. Does not pass on details. Fined �10,000 and �1,400 costs.

Net result - retailer gives away 10 TVs; purchasers make donations equivalent to sale price to TV Licensing and judiciary.

I work in Tesco and if the customer has a clubcard then they are not required to fill in a form.

If there isn't a clubcard then a form is generated by the till and the customer is asked to complete it. HOWEVER, no proof of address is required so the customer could write anything they like.
