President Mitterrand famously described Mrs Thatcher as having 'the eyes of Caligula and the mouth of Marilyn Monroe'. Does anybody know the occasion on which he said this?

Not certain, but it is likely that it was during the Falklands War, after HMS Sheffield was sunk by an Exocet missile. This was a missile that the French had supplied to Argentina, and Mrs. Thatcher 'asked' Mitterand for the codes for the missiles, so that they could be intercepted.
Looks like muppet is right, but I prefer the quote of the last paragraph.
