Overbooking by airlines

Further clarification on my earlier question of today. The airline, Atlas Blue, maintains that according to their French version of the Legislation in Force which took effect on 17th February 2005, does not come into force until next year for their flights starting in Morocco. Apparently,according to what they say, had I flown from London to Marrakech, then they would have had to pay me 400 euros in compenbsation for having been bumped off the flight but because I flew from Marrakech to London the above legislation does not apply. Can anyone clarify this for me please.

The EU regulations apply to all flights, irrespective of the carrier, departing from EU airports. They also apply to flights, anywhere in the world, operated by airlines licensed by EU countries.

Flights from London are covered by the first part of the rules but (because Atlas Blue is not licensed by an EU country, but by Morocco) their flights from Marrakech are not covered.
