Not sure, but someone down my road has erected a 15ft flagpole with the Union Jack on it, and they haven't been arrested or anything. Bit strange though.

It depends on local planning regulations. You should contact your council for details. Normally temporary structures are fine, but if you are planning a permanent flagpole or monument you almost always rquire permission.
