I've re-read this, and what you are asking is when should you lower a flag that is already flying at half mast because the person died isn;t it? In which case , if the flag wasn't flyin at full mast before they died, you haven't lowered it you've raised it half way , so after the funeral take it back down, or fly it at full mast for show.
