Do I need a visa to visit France (leisure break). I am married to a UK citizen but I am from the Philippines and hold a Filipino passport as I have not been resident in the UK long enough as yet to apply to become a British citizen

I think (but do not know for sure) that once you are in one EU country, then you are entitled to free movement within the EU without the necessity for a VISA but this may only apply to EU citizens. I would check with the French embassy to be 100% sure though. Sorry I can't be of any more help.
