Buckingham Palace was first opened to the public in 1993.
I'm guessing MPs are not allowed to clap - only wave papers, cheer, shout etc
"Members must not disturb a Member who is speaking by hissing, chanting, clapping, booing, exclamations or other interruption".
Although many sites state 1993 as the year BP was first opened to the public (that may have been when it beacme a regular event) the public were first allowed in on 7th August 1992. see http://edition.cnn.com/almanac/9808/07/
