In 1945, after Franklin D Roosevelt was elected for office four times in a row and spent more than 12 years in office, the American constitution was amended to prevent any President spending more then two terms (8 years in office).

Therefore, the answer to your question is no, Mr Clinton cannot run again for the US presidency.
