I think that it has something to do with when the foetus is developing. At a certain stage the foetus is essentially sexless but yet has nipples. If the foetus is to become a female, she will have the hormone that will allow for breats to develop at puberty. If the child is to be a male, the female hormone is suppressed and no breasts develop.
