My boss returned from a trip to Norway, and reports that they have a very low level of tidal movement in the place he was staying- a few inches - even though they are on the coast (Norwegian sea). Why is this?

Due to the complexity of the tidal waves which originate in the Atlantic Ocean and propagate through the Norwegian Sea, a phenomena known as amphidromic points can occur, according to Norwegian Hydrographic Service.
It's not unlike tidal wave action in other parts of the world wherein once action can nearly cancel out another. Check here...
