turning off radiators

Moved into a 13 yr old house. None of the four upstairs radiators will turn off, even though we have shut off both the inlet & outlet valves. Any suggestions?

Only suggestion i can make is that you have; and i am sure that you have made sure that you have turned the valves in the correct direction as in clockwise for off !!! Other than that they have all seized in the open position and will require replacing.

Yes, I have turned the valves in the correct direction - but still no joy. Will wait until the warmer weather, and then see if they have seized.
