My freezer starts approx every ten minutes stays on about two minutes stops and start again after ten minutes. Is this the proper cycle for a freezer? Or is it working abnornaly. The tempreture is -18 constant.

Your freezer is working correctly. The heat is drawn from the freezer when the thermostat tells the system that the temperature is rising above the desired level. When the temperature falls to the correct level, the system no longer has to cool the contents, so it switches off.
But if it does it that frequently it suggests the insulation is non too effective.
If it's sealing properly you might feel a little resistance when opening the door soon after it is closed. The warm air that was introduced will contract creating a bit of suction.
