Presumably William of Orange.
Edward the fourth born in Rouen.
William the third was also William the second of Scotland and held the crown of Ireland..
I think it was one of the Georges. George I came later than William of Orange and was born in Hanover. I think George II also.
The Georges were Kings of Great Britain and Ireland ..the question says England .
Does it mean King of England exclusively? If it does it rules out anyone before James I. If not it must be one of the Hanoverian monarchs.
If the questioner didn't mean England then surely they would have put Great Britain (which includes Scotland and Ireland) which in that case would indeed have been Wiliam Third...but the question says England !!!
How can it rule out any king before James the First if Edward the Fourth was born in France and was a King of England only ?
What I meant by my last reply -doesn't make sense does it? - is this:
James I onwards were at least King of (both) England and Scotland. George II definitely last monarch born outside GB. Can see what Shaneystar means by Edward IV (Edward V - the next king - born in England), but did these monarchs also style themselves King of France (and did so up to William IV, I think)?
Sounds picky but it depends if you mean King of England (and nowhere else!)

Oh dear, I seem to have caused a bit of controversy here, I have taken note of all your answers and will now retire to study them. Thank you all very much for your help and for taking the trouble to reply.
No problem, Freda7. It's always like this on AB.
Edward was never a King in France ..He was the second son of Richard Plantagenet who had a claim to the English throne When Henry V1 died Edward inherited this claim and was declared king in London in 1461 after a lot of argy bargy with the Lancastrians. and support from Warwick ..the King maker.

I must go and lie down now !
