Antifreeze

I am aware of the basic differences between propylene and ethylene glycol as used in antifreeze.
What I am trying to find out is why a manufacturer would use one or the other type.
For example I have been using proylene based Coldstream which is no longer supplied. It seems only ethylene based is now available from this maker.
Should I pursue a propylene based one elsewhere or go with ethylene based replacement?
(The engine I'm suing it in is not relevant in this discussion.)

I would think the manufacturer, depending on the class of car would simply go for the cheapest antifreeze manufacterer he could get.
