If 2 people signed a lease 10 years ago and the lease is up for renewal, can one of those persons just sign the lease then without the other his time?

It really depends on the terms of the original lease. Does the lease allow for this? Does the other party agree to this? Many other questions that I cannot answer on the basis of your request. Very complicated. If there is a disagreement here, I suggest legal advice.
