Yes it is.
Firstly, check the back of your machine. Is your monitor socket on a separate card? If so, are there any other sockets on it? (Or post the model of your video card here - go to Control Panel>System>Hardware>Device Manager>Display Adapters to see what it is - if one is fitted). One of the other sockets (if any) is likely to be a composite video out. You can use this to carry the picture and your speaker socket to carry the sound to your TV. You will likely need a suitable length of 3 phono wire, a SCART converter to plug one end into and then plug into your TV and an adapter to allow you to plug the 2 phono plugs carrying the audio into your speaker socket. If you have sVideo out you will just need a kit like this - http://www.amazon.co.uk/Belkin-PC-DVD-Cable-S- Video-Adapter/dp/B0002IA1X6 - which will have pretty much all the leads and connections you are likely to need, though most "Right Price" type stores do them at a much lower price, and/or sell the parts separately.
If your video card does not do video out, then there are devices such as these - http://www.averm.co.uk/avermedia/aver/products _computertv.asp?show=6 - that you can use. (There are many other brands, I just happen to have used the PRO100).

The Averkey thingie will do you then. A quick search found one for 30 ( http://www.eclipsecomputers.com/product.aspx?c ode=GTA-AVERKEY10&af=50 ) though I dare say you could get one off eBay. You'll also need a SCART adaptor and suitable audio leads/connections.
Mind you, you could probably pick up a video card with TV out for that price if you're up to fitting it!
