Can a ticket be purchased in one city, picked up by a person in another city but paid for in a way that the other person cannot cash in the ticket?

yes...
this normally has to b done direct with airline and is called a PTA Pre Paid Ticket.
it will say on the ticket for refund refer to sponsor...
so the other person will not b able to sell the ticket back to the airline to pocket the cash as u put it...
