Norton Firewall

I've installed Norton (I think 2007) on my internet connected computer, but the Firewall keeps turning off. The little Norton icon at the bottom turns from a white tick on a green background to a white cross on a red background.
My teenage daughter often uses MSM (is Live Messanger the same thing?) to chat to her friends and I suspect that she's turning the Firewall off to enable something she wants to do (either with MSM or something else). She flatly denies that she is doing this hherself and refutes the suggestion that something she is is accessing is turning it off without her knowledge. It's very difficult when you're children know more than you do!
Does anyone have an ideas as to what might be causing this as when I turned off the Firewall myself to see how easy it would be, Norton gave me all sorts of warnings and flashing red lights? My guess is that Norton wouldn't do that unless it is something that should only be done knowingly and with great caution.
We access the internet via a Netgear router which I think might have its own Firewall. Could the router be turning off Norton?
Any other help with teenage daughters (either general or specific to internet access) would also be gratefully received!

For more on marking an answer as the "Best Answer", please visit our FAQ.I don't think it is disabled on boot up - but on the other hand I can't be sure she has been on the computer prior to it being disabled. The computer gets switched on and is then left on through the day. The whole family may flit on anf off to play a game or read the news or send an email so we never quite know who is on then and when. I don't want to go down the route of booking time and asking permission. We want to be able to trust everyone to use it responsibility and with respect shown to the rest of the family.
Well, I can't find anything on the firewall shutting itself off and as I dont use MSN Ive no idea why it would need to be.
But I do know MSN is a good place to pick things up if you are not careful.
Has it ever disabled itself while you are on the computer?
Have you done the usual scans, like Spybot, Adaware and an anti-virus scan? In case it is something else?
If you scan, Ill dig around a little more.
I am thinking its a human action though.

Thanks for your help. No, it hasn't happened to me.
Norton scans automatically every week, but I don't do anything else. I'm not sure what you mean by Spybot etc. Every week it picks up a tracking cookie which it says is low risks and recommends Ignore. I fix it anyway, but the following week it's back. It's never picked up anything else.

I assume you have the full Norton package which comes with anti-spy?
