"It's from 'matelot', which is the French word for sailor.

It is not a term for a Naval Officer, but for a common sailor.
By common I mean a lower rank.
Nick mane for sailor (17-30ish ) in the British Navy (not a submariner).

Tends to spend a lot of time in Plymouth and Portsmouth.

Likes to drink a lot and pull any Shaz, Tracy or Janner they find.
