The clock/time on my laptop is always about 20 mins slower than the real time. If I set it to the correct time it goes back to being 20 mins slower...anyone know how to fix?

Set the time to be 20 mins after it really is?
When you boot up next time, stop the process by using F2 or F8 whichever allows you into setup. Check the clock time on bios settings. If unsure what to do. DO NOT TOUCH THIS.
How old is the laptop? The on-board button battery might need replacing. Does it keep better time when on the mains? Does it only go back 20 mins or does it start to get worse the longer you leave it?
Someone with the same problem on a NEW laptop!

Maybe a Vista problem?

This one suggests the BIOS method mentioned by Thrasher1504:-
