We are installing a new consumer unit, which requires a larger supply cable. My husband is a qualified electrician, so is it possible for him to connect to the meter, or do we need to involve the electric board.

I think you would at least have to inform the electric board.
If your husband is a qualified electrician I think he would know. If he doesn't know, then don't let him near it!
I wouldn't worry about it too much as the electric board will have fitted a fuse, and considered the implications of providing an inadequate supply cable, since they are liable. If you want to connect directly into the meter it will usually mean breaking the suppliers seal, which is illegal. The normal practice is to connect the cables coming out from the meter to iscos and connecting the consumer unit's cables to these.
