Where does the pharase 'Ten to the dozen' come from

The original phrase was "nineteen to the dozen" which originated in the tin mining community of Cornwall during the 18th century. Pumps used to clear flood water from the mines could pupm out nineteen thousand gallons of water for every dozen bushels of coal used to operate them.Ten to the dozen is probably just a derivation which has appeared over a period of time.
