do i need my daughters fathers permission to move abroad when we was never married although his name is on her birth certificate and we never went through the courts over custudy?

as far as i'm aware you do need his consent as he will have parental rights if his name is on the birth certificate

The issue of parental responsibility only kicks in if the child was born after December 2003.

I would suggest getting his agreement in writing, just a simple letter saying he's aware X is taking Y to live in B and he's consented to this and have it witnessed by someone who can be traced in the event that a dispute arises but at the same time has no interest in who has custody of the child.
