Another rabbit question...

If you have a wooden hutch, there is a sleeping area, which you fill up with bedding and the rabbit sleeps in there, all covered up with straw. If you have an indoor cage, with no such compartment, are you supposed to put enough bedding in for them to burrow into it? I got my bunny a sort of den made out of hay, which is in the cage, but she opts to sit on top of it, rather than go inside. At the moment I have straw just on the bottom of the cage, but should the level of straw be higher? If so, how high? Should it come up to the bars?
