Driving without insurance.
I know you can report people for driving without car tax but can you report people for driving without insurance?

He crashed into a car and made a load of details up and smashed into someones wall and sped off. and they are the ones I know about.
I don't think it's really fair on other people that he causes damage and other people have to pay.

Then he is scum and you must fulfill your civic duty and report the scum.
Driving without insurance should warrant the same social stigma and the same criminal repercusions as driving whilst bladdered.
The average fine for driving whilst uninsured is �200, whereas the average insurance premium is in the area of �400.
Doesn't take a genius to work out that if you are prepared to the risk of driving uninsured you WILL save money.
This is all wrong - make the minimum fine at least �1000 and an automatic crushing of the vehicle.
For every **** that doesn't buy insurance, the premiums for the decent people that do goes up.

Much more difficult to prove uninsured driving - report him to the police, but they will still have to catch him driving.
If the car is kept on the public highway this is not a problem - it is illegal to park an unlicensed vehicle on the street.

NO INSURANCE .... reporting for no CAR tax is one one thing.. meaning the Registered Keeper of the CAR , recieves notification of the car tax offence - however NO INSURANCE , is another kettle of fish , the , "alleged uninsured driver" , has to be stopped while on the public road , "using a car without valid insurance" .. or has to have "the keys to the vehicle - even if they are not inside the vehicle , they can be deemed to be in control of a vehicle on a public road, if they have the keys " (~ a grey area! ) as is the police ...knocking on someones door.. saying weve been advised "such and such a person is using said vehicle without , "insurance " .... another grey area ,......
