Buy a copy of the highwway code.
No licence or insurance will have very little bearing on who was at fault.

Apologies for sounding like I'm having a go, but I can;t fully understand what has happened due to your grammar here.

Am i correct in that you have struck someone who entered the roundabout from your left? If so, they should have given way, but roundabout collisions (without independent witness evidence) are inevitably settled 50/50
If a car hit you on the left on an island they they must have pulled out in front of you?
has the
police confirmed that the other driver has "no inurance/ no full licence " thats if it has been reported to the local "constabulary " ......? .... or is the other party saying , "off the record " ,.,,, that they di not have any insurance ? ..... they may have insurance ,,,,,, but are saying that they dont ,,,,, so it becomes awkward ...... for you.... id you are in contact with her ,,,, maybe a letter , suggesting you will issue a county coury summons against her ,,, if she does proovide insrance details..... see what her reply is ?
