I Have installed countless down pipes over the years and never given a thought to who is responsible for them. I would imagine if it is serving a semi-detached and both roofs dump the rainwater into it then it would be a joint resonsibility. But if it is on a row of terrace houses and there are three or four houses it serves then i should imagime the person three or four doors down would not be happy paying up. It may mention somthing in the deeds as to who is responsible.
