Please help a dispute between friends. Is it illegal to ride a push bike on a duel carriageway?

Some dual carriageways have signs prohibiting bikes, but in the absence of these, pedal away.

as per the others, but would add: as long as you don't exceed the speed limit, have proper lights, are not cycling the wrong way up the carriage way and give proper signals and don't keep hopping up onto the pavement and then back onto the road without warning, OK.
