A pop-up blocker isn't part of any anti-virus software, per se. Steganos Internet Security 2008 combines anti-virus software with a firewall but there's nothing in the product description to say that a pop-up blocker is part of the suite.
If you go to Download.com, you'll find dozens of free programs which claim that they'll block pop-ups but a far simpler solution would be to switch to a decent web browser, which does the job automatically. Like the vast majority of the 'regulars', here in AB's Technology section, I ditched Internet Explorer (which I assume you're using) ages ago. Firefox is much faster, more secure, more stable, more flexible and includes a great pop-up blocker:

PS: While I like Steganos products (and use Steganos Security Suite 5 on my own PC for file-shredding and encryption), there's no reason to pay for any internet security products. See here:
