People moan about Nanny State governments telling them what to do, and yet here were are complaining that the current one isn't a) banning smoking or b) charging 50 for fags, just because it's harmful to the user.
Alcohol is harmful to the user. As are: crisps, fried breakfasts, pasties, rugby, boxing, sky-diving, rock climbing, motor racing, burgers, self-harm. All perfectly legal.
What happened to free will? Of course, tax cigarettes in a way that is commensurate with the burden smoking puts on the NHS, but not just because it's 'bad' for you.
And it takes 2 seconds to work out what would happen if fags cost 50 a pack. A black market would open up. You don't think we have enough trouble with gangs and drug-related crime?
