Hospitals commonly use Emla cream, which acts as a local anaesthetic. Its generally used on young children to prevent pain when inserting cannulas though!
You should leave it on for about 30mins; the area will feel tingly and numb and will remain numb for around an hour.
It should cost you no more than 4.00 ;)

Going through the pain means you have earned your tattoo. If you can't take the pain, don't get one.
It's not that bad, to be honest. Feels like a pin being draged through your skin. Deep breath in when the tattooist re-fills the ink, and then slowly breath out while he's actually tattooing. It makes you relax, stops you tensing up and twitching, and gives you something else to think about.
It does catch on nerves sometimes, but it's not too bad.
