Assuming you made a typo (and it says "meruit"), the Latin inscription means:

The palm belongs to him who deserves it.

It was the inscription on Nelson's funeral cortege.

Among the many organisations using it as a motto today, one is the University of Southern California. Perhaps you need one of their degrees to understand what the heck it is supposed to mean.
