When setting up a non-PnP modem in your Windows 9x system, what must you do to have seamless operation? A. Get the latest INF file for the modem B. Get the newest patches for Windows C. Set the legacy jumpers to I/O address 3f8 and IRQ 4 or D. Set the UART enabled option in the Modems applet to ON???

Check what is assigned to the I/O and IRQ. Right click mycomputer -> properties -> Device manager. Highlight computer at the top of the tree and click on the properties button. This window lets you view all reserved I/O and IRQ addresses. If somats pinched one and the jumpers won't let you select a free alternative, take it out, install the modem then reinstall the offending gizmo.
